  1. What Is It?! is a hopefully useful utility.  The main purpose is to identify
  2. files and report on their format.    Most of the recognition is through bin-
  3. ary means, meaning if the file's extension is renamed the utility will still
  4. properly identify it.    Obviously since some binary file headers are only a
  5. few bytes long, there will be the occasional mistake (the longer the  header
  6. the higher the accuracy.)

  8. In addition the utility,  upon failing a  binary check,  will display a file
  9. extension match.

  11. Other features include: Binary histograms, and for image files such as  GIF,
  12. TARGA, JPEG and even Autodesk Animator FLI and FLIC files  it  will  display 
  13. extra information, such as resolution, number of colors,  number  of  frames
  14. and on some formats, the compression type used.     GIF, TARGA, JPEG and FLI
  15. files can have a 4DOS/NDOS description added listing this information.

  17. WHATIS DOCS will display the full documentation file (with an option to 
  18. write the docs as a text file.)     WHATIS by itself will list all  the
  19. command-line parameters.
